What COI management software actually does

A certificate of insurance management tool exists to do four things, repeatedly, without you having to think about them:

  • Extractthe policy details from a PDF the vendor sent — limits, named insureds, additional insureds, waiver of subrogation, primary & non-contributory language, completed operations endorsement, expiration date, and carrier name.
  • Verifythose details against your contract requirements. A general contractor's requirements look different from a property manager's, and the same firm often has different requirements per job.
  • Store the COI in a library you can search, filter, and export from. Every change is audit-logged and immutable.
  • Alert you before any policy expires. Industry standard is 60-day, 30-day, and 7-day reminders.

How COIverify does each step

We are 2026-built and AI-native. Translation: the extraction layer is an LLM specifically tuned for ACORD 25 and the long tail of carrier-custom variants, not a 2019 OCR pipeline retrofitted with AI labels. Field-level extraction accuracy is benchmarked against 1,000+ real carrier PDFs and runs above 95% for the standard coverages.

The verdict engine is rule-based. You define a contract requirement template (per vendor, per job, or per project class), and every incoming COI is checked field-by-field. The output is one of three states: PASS, NEEDS REVIEW, or FAIL — with a named exception list when something doesn't match. No black-box scoring, no mystery-meat "risk score" without explanation.

The audit log is per-COI and immutable. When a regulator, an insurance broker, or a contract auditor asks for the trail, you export it as a PDF or a CSV and you're done.

The funded incumbent in this space (TrustLayer, $22M raised) sells sales-led. Their cost structure includes outbound SDRs, AEs, customer success implementation engineers, and enterprise procurement cycles. None of that is profitable to layer on top of a $99/mo customer, so they don't.

We've calibrated the product around four buyer profiles. If you fit one of these, the tool will feel obvious. If you don't, one of the alternatives in our comparison guide will probably fit better.

  • General contractors, $5–50M revenue. 50–500 active subcontractor COIs. Currently in spreadsheets or paying way too much for an enterprise tool you only use 5% of.

What we don't do (and won't add)

Discipline matters. Single-purpose tool, served well:

  • No vendor portal where every subcontractor logs in and self-manages — that's TrustLayer's and Certificial's shape, deliberately, and we don't fight them on it.
  • No live broker AMS sync — that's Certificial's wedge.
  • No multi-tier vendor management workflow with custom fields, scoring, approval chains, and onboarding pipelines. That's an enterprise GRC platform.
  • No issuer-side COI generation. We don't make your insurance broker's certificates for them. That's a different product with a different buyer.
